It depends on what you're measuring. Fluid ounces are a volumetric measurement, while a pound is a weight measurement. Two different things. Different substances and fluids have different densities.
In other word, a pound of flour would have a larger volume - or would be more fluid ounces - than a pound of water.

well a gallon of water weighs 8 pounds so 128/8 = 22.75oz per pound
