I live in Israel and I speak English and I don't speak Hebrew. It's not too much of a problem.
The biggest hassle is with utilities like internet, electric, phone, cable, and with municipal stuff like parking tickets, and visas and taxes, that sort of thing. You can get by, but the websites are all Hebrew (and Arabic, and usually Russian). So you need to call help on the phone, or go to these places in person.
The other smaller hassles come from the weird Hebrew writing: I don't speak German, but I can still read the signs in Germany. But here, I can walk down a street and I have no idea what different stores even sell unless I go in and look around. Some restaurants only have Hebrew menus. Not too much trouble, usually somebody speaks English, but you won't get the details so you are more limited in the precision of your ordering. Even most places when they have English menus, the winelist or dessert list won't be.

Yeah, in fact there are people that do. It's one of the 3 official languages of Israel, it's on the roadsigns etc. You can get work in tourism.
But don't be afraid to dive in and learn Hebrew, they have all kinds of ways to help, you get a free ulpan (class) and people are very friendly towards new Hebrew speakers.
