The first beast rises out of the sea, that is peoples of the world.
It has 7 heads and ten horns.
The 7 heads are dominions or continents.
The ten horns are power or rulers (crowns).
This beast is a political system or one world system.
The deadly wound is to the one world political system.
Note: This rising is not abrupt but gradual. Also if you visit the United Nations web page. There is a global map on there with the regions of the world color coded. Yep 7 regions.
Note: The reign of Satan has been shortened. The 7 years and the 3 1/2 years of prophesy have been shortened.
Mat 24:22 And except those days should be shortened, there should no flesh be saved: but for the elect's sake those days shall be shortened.
They have been shortened to a 5 month period or 150 days. The time of the locust which is May through September. The end thereof shall be with a flood (flood of lies).
Dan 9:26 And after threescore and two weeks shall Messiah be cut off, but not for himself: and the people of the prince that shall come shall destroy the city and the sanctuary; and the end thereof shall be with a flood, and unto the end of the war desolations are determined.
Just like Noah's deluge but only spiritual.
Gen 7:24 And the waters prevailed upon the earth an hundred and fifty days.
5 months or 150 days or May through September.
The second beast is Satan as Christ. Pretending he is God.

I will give you a Bible text to answer your question. This text comes from Daniel - Daniel and Revelation are both prophetic books that go hand-in-hand and must be studied together.
Daniel 7:23 "Thus he said, The fourth beast shall be the fourth kingdom upon earth..."
In Daniel 7, there are 4 beasts - a lion, a bear, a leopard with 4 heads, and a great and terrible beast. The Bible clearly tells us that these different beasts represent different kingdoms. In Revelation 13, there is a great and terrible beast that is partly like a leopard, partly like a bear, and partly like a lion. There is no reason to come up with any other interpretation than that this is also representing kingdoms.

The beast is civilization. There are several beasts in revelation, and they symbolize clashing societies. The Bible comes in two parts, old testament, and new testament. They clash. They former, is about 70 generations, with stories about every 7th and 10th generation. All of those stories, are symbolized by a beast with 7 heads, and 10 horns. When the old society was dispersed, (diaspora), a new society grew.
The books of the New Testament, are laid out in a similar manner, numeralogically.
The first seal; a beast with a head of a lion, calls a horse and rider. This is the theme of the book of Matthew; The messiah will come as the son of David.
The second seal; a beast with head of an ox, calls a horse and rider. This is the theme of the book of Marc; The messiah will come as a servant of God.
The third seal; a beast with a head of a man, calls a horse and a rider. This is the theme of the book of Luke; The messiah will come as the son of man.
The fourth seal; a beast with a head of an eagle, calls a horse and a rider. This is the theme of the book of John; The messiah will come as the son of God.
The fifth seal; martyrs...
The sixth seal is about how a divinely inspired church, can fall away.
None of the book of Revelation, has anything to do with the end of the world. It has everything to do with your physical death. Take it personal. That's why it was written.
Amen.

the beast is the king of lies. For 7 years he will make you believe that unity, love, and happiness is his goal. Then, for 3 days we will see the true him. By then, it might be too late. He will come in a white horse. He will deceive twice as many people this time. He will have twice as much power. Jesus will come during or before the 3 days. The beast is and will rule the Earth for 7 years and people will bow to it.
I think the 666 refers to the power and amount of followers compared to Jesus here on Earth. Twice as much. What ever it might mean, the truth is not difficult to see, but very difficult to follow.

The beasts of chapter 4 and 6 of Revelation are spirit beings (similar to angels).
The beasts from the 11th chapter forward are political/military dictators whose destiny is the lake of fire (where they burn to a crisp).

Which beast?
I personally believe that the beast with seven heads and ten horns is apostate Christianity, which includes every religious organization that claims to follow God.
I also believe that the beast with two horns is democratic capitalism.
This I believe;
