If you are the parent and they live at home, take the cell phone away or turn it off. If they pay the bill, set some rules in your house and stick to them.

Put your foot down, you are the parent re-gain control. limit phone times, if you have to buy a timer. and make the rule that no call are to be taken at the supper table that is what voicemail is for. suppertime is family time.

If you are the parent set some house rules. 19 yrs old in most states is an adult. Maybe it is time for them to move on and out as an adult.

constantly insuld the act of "phoning". call it names. always say how silly it is. mimick her when she is on the phone or when the phone rings. this works. shell see how silly she looks to peole around her. call her the "phone woman" or the phone man if hes a guy. a bit of psychology helps

Take the phone away, assuming you are the parent! Act like one, enforce some rules.

All you can do is have rules on when the phone must be off. Dinner time is a must.
