Depends on whats down there and its condition.
If wood, then maybe sand it and stain it.
If concrete, then be real careful because the carpet tack strips have to be removed and there is likely to be uneven places and rough places that weren't worked well when it was originally poured. You will definitely need to rent a sanding machine to even out irregularities in the floor. Then also you have to fill the holes left by the tack strips. You will end up with a floor with a paint surface that looks a little odd, more like a garage floor.
I would recommend you replace the carpet with tiles. Real tile will have a similar surface and feel to the painted cement idea but it will have a better and more durable surface. And I think nothing beats the beauty of tile floors. Never have to worry about stains and odor again.

Well, if you can get the stink out of the carpet, I know that a lot of companies are now dying existing carpet. It changes the room and looks brand new and is a less expensive option.
If you want to paint the floor, check out Martha Stewart's website or HGTV, that is exactly the sort of project both work on!

Depends upon what the sub-floor is made of. If its particle board, painting it will be a waste of effort. If the carpet was laid over a hardwood floor, you could paint it or refinish it. You best bet would be to replace the carpet and the pad. Either way you go is going to get expensive.

you shouldn't do that.... you should use hardwood floor instead. but if you really want to you should try putting on a different base before you start painting............hth(hope this helped)

it's a big job.... coz you need to remove all the glue.. so stripping the floor is a good idea...... but it's a great idea coz it will make your house so much cleaner.
