I would expect the Plymouth police to be the investigationg force.

The alleged crime is experienced in Plymouth.

You should expect your local police force to follow any leads.

I should ask the police. However as no crime is actually being committed in Plymouth, can't imagine the police there will be too interested...

I'm pretty certain Plymouth because thats where the crime technically occured. (depending what the content of the call was and the other persons reaction, this may be an assault)

Both agencies will be involved. Contact Caldicot first as that's where you were victimized. They will take a report and contact Plymouth. Plymouth will follow up and they will share the information that they have.
