Who appointed you bathroom manager? Mind your own business. Just don't shake hands with him if it bothers you that much.
It's not that serious. If the guy took a shower in the morning his **** is clean and germ free so unless you work in a restaurant go back to work and worry about something else.
Do you put the seat down and close the lid after you use the toilet? This is also proper bathroom etiquette. Or proper potty training.
The way you describe the guy as an animal means you hated this guy before he went to the bathroom. At first I thought you were a girl but now I suspect you are gay and he teases you about it. Straight guys don't call another guy a filty animal. Well maybe Richard Simmonds would.

I think you are going to have to let it go. I would keep washing your hands but use the paper towels to turn off the water and open the door to leave.
But this employee may have reasons for not washing his hands. A friend of mine works for a sanitation company and she is doesn't wash her hands in public restrooms anymore because the type of soap in the dispenser makes a huge difference. Some companies buy soap that doesn't have enough anti-bacterial agents and other chemicals so bacteria actually grows in the dispenser and you wash your hands with it. Disgusting. So in solution, she carries the liquid hand sanitizer in her purse and uses that instead. Could it be your coworker uses hand sanitizer at his desk? So unless you two are working in the food industry, I'm afraid you've got to let it go.

It's nonetheless cross to only coach well hygene. I gotta say tho; I've been in a few questionable bogs wherein I did not trouble washing my fingers on the grounds that I was once unique that they could stay cleanser through now not washing them, then to comply with by way of with the stairs of washing them on this special toilet. I'm a "wrap your hand for your sleve to open the toilet door" type of gal.

Let me get this right. Ok, you freak out when some fella goes to the bathroom, urinates, and then doesn't wash his hands. But yet, you'd have no problem at all, using the bathroom all day long. Going home. Letting a woman....oops, sorry...PC here....letting your lover, like all over you unceaned wee wee and then french kissin' you right on the mouth. Have I got that right. Or do you tell her to go wash her mouth really good first?

Oh my goodness! I have had the same thing happen to me at work and I am trying so hard to find out who is was so i can make sure to never touch them or have them touch me.
I think that is so damn nasty and those kinda of people need to get their hands cut off cause why wouldn't you wash your hands after touch yourself? Ppl need to think of all the germs that other ppl leave behind and now it's in your mouth, on your face an everything you touch (your germs and other ppl).
What you do is keep away from them, make sure to carry sanitizer, wet naps anything to keep you from going to the hospital with TB

Just let him know put your foot down. Forget about him breaking bathroom ettiquette, Its a hygene problem. He can spread all kinds of things to people if he does not wash his hands after using the restroom.

We had this problem at work so what we did is put signs up in bathroom and on the door after a while this person got the hint ...

Not just that, but could easily spread staph in fections to.. well.. the staff.
Protect yourself. Assuming you have paper towels, after drying your hands, use the paper towel to turn off the water and open the door -- then throw it away. You don't want to touch a doorknob after him, do you?
I would keep a hand sanitizer lotion handy, too.

Put a sign in the bathroom. A large one saying Please wash hands before leaving. Maybe he will read and it and feel compelled to do just that next time.
