well, 9.30pm is when all the shopping malls close, so there is a rush for cabs then. this backlogs till about 10.30pm, then the drivers figure, ah, time for a smoke break, toilet run and dinner, and by the time they're done with all that - they're just in time to rear their heads again at midnight and enjoy the midnight surcharge.
no point complaining about it, really. I figured that's what I'd probably do too to maximise my time/income if I were a taxi driver in Singapore.

Becos you weren't looking for one before 9.30pm. And there's another 100 people doing exactly the same thing as you on the same stretch of road at the same time.
