That's how they clean there selves, or wipe there but when after they go pee. It's really nothing to become concerned about, unless it becomes not normal looking.

Have you ever seen the yellowish, greenish stuff (smegma) that is on it???? If he didn't clean it off, you would find it all over!! GROSS.
