First of all, get a piece of art or a plate or a fabric that has all of the colors that you like in it. Use this item as your color pallet. I used a nice, oriental painted plate for my home with colors of blue, red, yellow and brown. You can use 3-4 different colors, putting the most neutrals on the walls with paint and working the others in with deco ideas and accents like pillows or drapes. Yes, thrift stores have great finds! And You can use just about anything today to get an eclectic look. Paint will give you the most bang for the buck! Make drapes out of nice sheets. Use thrift-store mirrors to expand your space. Don't clutter too much together; keep it modern and sleek with alot of warmth and you can't go wrong. HGTV.com has alot of good ideas.

One of the easiest and quickest ways is with paint. Paint will make an old ugly wall look stylish if you use the right colors. The same goes for painting furniture. Try painting one of your walls a bright different color than the other 3 walls in the room. Also, using stencils on your wall is a great idea. And that is sooo much fun.

Look around at thrift stores and yard sales. Use your imagination if you see something that might work but you don't like the color. Think about whether or not you can paint it.

Thrift stores and yard sales are so much fun and gives you focus for decorating on a budget. There is nothing like finding that 'perfect' little item and getting it cheap cheap cheap. You'll want to pat yourself on the back for it.

Paint is the easiest way to decorate on a budget because paint is cheap and color on the walls can dramatically change the feel of a room. For the cost of a can of paint, you can have a new room.

As pretty much everyone else said, yardsales, Goodwill, etc. Another idea is take cheap furniture and and use coverings and pillows. Wall hangings will ad a lot and so does plants. You don't want the walls to look bare. In kitchens, reface the cabinets or add new cabinet doors instead of all new cabinets. Painting is another cheap avenue. Even new light fixtures or new door handles will make a lot of difference.
