actually, that isn't true. the most healthy produce you can buy is organic, which almost always costs more. (this doesn't seem to make sense, because organic farmers don't have to buy pesticides and chemical fertilizer.) the good news is that the price of organic produce is dropping, as more people become interested in buying organic.
cheap produce in the grocery store is a sign of large-scale production, which usually means big farms with pesticides. it's also a sign of low-paid workers and farmers.
the highest quality you can buy (and best for the workers and environment) is the produce that is grown in your hometown. if you buy locally grown produce, it will be pretty cheap, because there is no middle-man, and practically no shipping cost involved.

Usually the high cost is due to a shortage, and usually the shortage is caused by things like drought, and droughts result in mangy, beat up looking luttuce and stuff, small heads and generally ragged and nasty-looking. When conditions are favorable, there is good rain and sun so the produce grows big and full and looks nice and yummy and there is a lot of it so the price comes down.
