Call his doctor to get him some antibiotics, which will clear the infection. (It is not emergent; just call when the office opens in the morning if he has a regular doctor.) In the meantime, put hot, wet compresses on the affected area to draw out the infection and help the pain.

Take him to the doctor. My husband (also diabetic) had a boil on his back. He waited too long to have it treated, and eventually needed surgery to have it removed. It had turned into a giant 30cm x 20cm abscess. As I'm sure you know by now, diabetics take longer to heal, and infections generally become more serious. Get him to the doctor soon, whether he wants to go or not.

I'm just guessing that if it has pus and smells bad that it is quite possibly infected. I would say he needs to let a doctor check it out and he might need antibiotics.
