i would assume that they just inhale the flame of the candles... a breif, but deep inhale would cause the candles to be blown out... otherwise... its possible that baby dragons don't know any better - they may just torch cakes, like roasting marshmallows! mmmm - toasted cake!

I would think that dragons do thing a little different at birthday parties, instead of blowing them out, they start with unlit candles on the cake and when the little dragon blows he lights the candle to see haw mant he can light
