In The 'PROGRAM' (Green P) Mode Just Rotate The Notched Wheel Above The Shutter Button and Look Through The Viewfinder Until You Get The Speed You Want.

If You Want To Photograph Fireworks, You Will Need A Tripod And A Remote Shutter Release. Set The Camera's Mode Knob To 'Tv' (Time Value/Shutter Priority) And Rotate The Notched Wheel Until You Get The 'Bulb' Setting Hold The Shutter Release For At Least Two Or Three Bursts Of Fireworks.

HOWEVER, You May Find That Digital Cameras Do A Poor Job Of Capturing Nighttime Scenes.

I Don't Know Who's Giving The 'Thumbs-Down' But I Have Been Selling Cameras For The Last 10 Years, Using Them For 35 Years And Own The Film Version Of This Camera (EOS 650)

I seriously think that no one ever reads the camera's manual.

Just go to the M or Tv mode and you can change the shutter speed with the command dial found near the shutter button. Pay attention to the meter.

Fireworks... I usually set my camera on a tripod, put the camera on bulb mode with a medium aperture (f7 or so) and just shoot. And oh, manual focus to infinity.
