This may be the worst question to be ever asked, and i'm sorry.
But for example when i see a tab, it does not to play all strings,

like this for example:

--5--
--6--

Does it mean i can play the last e string as an open note?

Generally this means to not play the string at all. Sometimes it will have an -x- meaning the string is not played.

No. It does not. if it's open, it will show a zero. If it's blank, then don't play it. Remember that not all chords use six strings. And if string(s) show up with an x, that means to mute it.

well jim has the answer...we generally do not play that string like here the e string...but to make it easier for beginers we put an (x) to show that that paticular sting is not to be played...

Only play it open on tabs if there is a 0. :]

I agree with the former two responses. But what you have depicted is a Gmaj7/Eb; a horrible reach to the bass note.
