You don't want to go "past making out", yet you want to make him have a strong desire to have sex with you (i.e. to turn him on)? That doesn't make any sense.
I would encourage you not to "go past making out" (save your virginity as a wedding present to your husband on your wedding night), but why on earth would you want to turn him on if you don't intend to have sex with him? You are only asking for trouble.

ha ha. anything turns my boyfriend on, even when i'm not doing anything but sitting next to him. You shouldn't have to do much to turn on a normal guy.
