Yes. You should be able to navigate the food on the far side of your plate onto your fork and into your mouth without any trouble. Maybe you should be doing some sort of arm exercises? Kidding. But yes, it would be considered bad manners.

Not at all--it is YOUR plate and you can do whatever the hell you want with it, including smashing it in the middle of the table, then stabbing your knife into the table and shaking your fist at the person if someone gives you a funny look for turning it...

No way! I do it all the time when I don't want to try to go over something on my plate. Better then getting my fork stuck in a pile of mashed potatoes!
