Try warming it with a hair dryer. Hopefully, that will soften the adhesive and make it come off easier.

You can try a citrus based liquid cleaner. Can be bought at Home Depot. This will soften the glue on the double sided tape, clean the ceiling and stop any removal of paint.

A steam cleaner will work if you are careful not to overdo it. If you do not have one of those, an iron with a wet towel pressed on with the iron will soften the adhesive, and dish soap to remove the remaining residue. Orange oil cleaner will remove gummy residue, but be careful to get it off before the paint also comes off.

they sell something at the hardware stores that take off glue and tape without pulling th paint off...
