Yes, I never give out someone phone number without asking. I keep my number unlisted and I really dislike it when someone I trusted with it gives it out.

I would say it's definitely rude. It's more than likely that if the someone wanted the other friend or acquaintance to have the number, s/he would've given it out her/himself.
You could, rather than give the number out, say, "I think it's in the book." Allow the friend or acquaintance to seek it out and if it's listed, fine. Fair game. If not, you could simply say "My mistake", and alert the person who's number is being sought that someone wants it. That way, you've gotten permission.

Yes, it's rude. You should ask first.
Right now someone was calling to my cellphone and that person might have the wrong number, or third person gave it to him/her, so I decided to turn the cellphone off.

Depends upon the "someone," the number, and the purpose.
If the "someone" is a business or service person you are referring, and the number is their business number... go right ahead!
If you are trying to play "matchmaker," I think not. When you are given a home/personal phone number by a friend, it is "understood" that this is a personal, confidential thing. If you wish to give it to someone else, permission must be obtained... especially if the number is unlisted!!!
The better thing to do is say to the "someone," "Hey! I know this really nice person that you'll really hit it off with! Can I give them your number?" You see... then you have obtained permission from the number "giver." The "receiver" of the number doesn't need to be asked, then.

Yes, I would call the person and ask it it was okay first, or just give them the person's number who wanted it and let them call theirselves. Especially if it's a cell phone!
