Well, the operative phrase in your question is "to other people". There is a difference between sins that are against Allah directly, like abandoning prayer or men wearing gold jewelry, and sins against your fellow human beings. If you commit a sin against another person, that person has the right to seek justice against you. Now, he may forgive you freely in this world, or he may desire retribution. On the Day of Judgment, Allah will allow all retribution to be taken. When you are confronted by the person you wronged, he can take some of your good deeds to even the score, or if you have no good deeds, he can give you some of his sins. Or he can at that time to forgive you freely, which is what we would hope for, of course. It is always better to seek forgiveness from someone whom you have wronged in this life. This is one thing especially those going on the Hajj are encouraged to do, and I have seen friends approaching others and asking them to forgive them for anything they have done wrong intentionally or accidentally. And Allah knows best.

As a Muslim I do not believe we should use this word Karma. What goes around comes around. Allah(swt) is oft forgiving and if we repent and are truly sorry for our deeds then we should hope we will be forgiven. We are not Hindus .

You can save your self by repenting a sincere repentance, and never committing this act again otherwise yes you will taste the retribution in this life and the next.

I don't think God puts it into action. There is just a basic cause and effect law in the universe and cruelty will come back to you in some form.
God isn't up there deciding what to do to you. I just believe that God created the law of cause and effect to keep balance in his universe and doesn't really plot against you in any particular way.

well if you really regret it from the bottom of your heart , and you would not go back to doing it again then insha Allah will forgive you. pray to Allah to forgive you.
Allah's Apostle said, "The angels keep on asking Allah's forgiveness for anyone of you, as long as he is at his Mu,salla (praying place) and he does not pass wind (Hadath). They say, 'O Allah! Forgive him, O Allah! be Merciful to him."
Narrated by Abu Bakr As-Siddiq,
I asked Allah's Apostle to teach me an invocation so that I may invoke Allah with it in my prayer. He told me to say, "Allahumma inni zalumtu nafsi zulman kathiran, Wala yaghfirudhdhunuba illa anta faghfirli maghfiratan min 'Indika, war-hamni innaka antal-ghafururrahim (O Allah! I have done great injustice to myself and none except You forgives sins, so please forgive me and be Merciful to me as You are the Forgiver, the Merciful)."
Narrated by Abu Huraira,
Allah's Apostle (p.b.u.h) said, "Our Lord, the Blessed, the Superior, comes every night down on the nearest Heaven to us when the last third of the night remains, saying: "Is there anyone to invoke Me, so that I may respond to invocation? Is there anyone to ask Me, so that I may grant him his request? Is there anyone seeking My forgiveness, so that I may forgive him?"
