To answer your question:
Nothing is against any law anywhere until it is reported.
Nobody knows what will happen until the investigation is concluded.
If you don't think it was right, then report it and let someone start to investigate it.
Just beware that the most heavily investigated person in the whole thing will be you: trying to figure out why it is that it is you reporting this instead of the thirteen-year-old.

What the hell is wrong with these people?? Locking someone in a room is not a crime?? It's morons like this who contribute to the crappy behavior. My god...of course it's a crime. And disgusting.

Check with the local police station. But mostly if the damage done is not serious they will usually ignore it. Or you can check with some organizations that can deal with child abuse.

you are the step-son. i can tell by your wording.
remember this, there is never a reason to raise your hand to another human being/or animal for that fact. can you tell your dad? (not the step-father) can you tell an aunt? if you have no relatives, i know someone that can speak for you...yahoo would delete me if i told who i really had in mind, so for all practical purposes tell the police.

welll he could be doing it for your own good i.e. discipline. But if it's really hard and for no reason then he should stop. Anyways its against the law for a REAL parent to even send a their child to ther room or ground them but really i dont think anyone cares >.<

well if he spanks the kid and grounds him by locking him in his room its not illegal. now if he flat out punches the kid and throws him in the room locking the door and keeping him in for a duration of time so as too cause both physical and pychological harm then yes it is illegal. your asking something VERY vague
