It depends on how light/dark the blue is and how much of each you add. If there is too much black, it will just look black. If you want to see the blue, add a small amount of black to a larger amount of blue until it is the color you want. You can always add more black.

I'm guessing black. Black is a much darker color than blue. But, hey, i'm just guessin'.

Depends on how much paint is mixed from each color.
Navy or dark blue if it is 50/50.

It really depends on the amounts. A 1:1 ratio of black to blue would probably give you black or a hardly noticeable blue tinted black. If more black than blue, then it'd be black. If you do a 4:1 blue to black ratio, however, you'd get a darker shade of blue than you started, most likely.
