i gave the man deposit for a vehicle, and he gave me keys, registration. but kept the bill of sale until i gave him full amount. now we agreed to cancel the purchase. but he never showed up. now he tells me that the vehicle is gone and i stole it. and he is going to report the vehicle stolen if i don't pay him full amount by tomorrow. can i get in trouble?

You got 'in trouble' the minute you took the REGISTRATION instead to a BILL OF SALE. He has reason to keep the TITLE until your finish paying, but a bill of sale simply documents that you are buying the car. The registration is USELESS to you. I recommend driving to the nearest police station with whatever you have and telling them your side of the story FIRST. Be prepared to leave the car, the keys, and whatever paperwork you have at the station.

Go to you local police department, give them a statement
outlining the sequence of events on the vehicle. Let them decide what action to take.. As long as you have come forward in this issue, they should work with you, You have
been defrauded,

you should have gotten a reciept of down payment and left the car where it was.
