For many departments the days of the "regular" partner are gone. Shifts vary and rotate and many times you are working solo with back up just a radio call away. There could be times where you and your brother end up working together and there will be times when you are alone. That is not a bad thing, you want to make your own name in the department, not just be known as half of the brother team (especially of your brother is a screw up, not saying he is)

You will have no problem being hired on in most departments. The likelihood of having a partner is way slim,as those days are over. Too many municipalities with solo patrols. You could work the same shifts, and would be working together alot. I however, would enjoy not seeing my coworkers, Brother or not. That is the sign of a peaceful shift.

No, one reason being if you had a death in your family both of you would have to be off on the same day. Every time something happens to one the other is affected by it.

I would say that it's highly unlikely that brothers would be allowed to partner. The familial relationship makes dangerous situations more difficult (you might have a hard time making good decisions when it's a brother with you); and, in the unlikely case that you would enter into something really bad together, they don't want one family to sustain the loss of two members.

No. (Plain and simple, higher ups wouldn't allow it, unless you live in Mayberry.)
