Actually, now that you mention it, no, I don't think I ever heard it until I joined. There's atleast a couple other sayings too... like... hmmm DROP... BOHICA (bend over here it comes again)... STAY in YOUR lane... "Oh no, not the double time"... and I know I'm forgetting a ton of other ones

First time I remember it was in olfd war movies and live was at Parris Island in 70.

I heard the phrase watching reruns of "MASH" when I was a teen.

Army COs said that at the same time as 'At Ease' if they were not giving commands.
Other forces may use the expression. In the Navy no CO ever said that to us, we knew better. Regulations told us when and where we could smoke if we did.
It's a popular expression for people who are purporting to be veterans. They use it on movie sets and at outdoor parties as well. But the Army is more prevalent than elsewhere for its usage.

No, I first heard it at Navy recruit training in June 1968.

Heard it from my mom when I was growing up (she was in the Army).

When I joined in the late 90s, didn't hear it.
