Arlington or Alexandria, VA are both great.
If you can swing it - - - Old Town Alexandria is beautiful (and historic!) and has lots of things to do in the evenings. It is a little more pricey, but it is really great.
As noted before, many hotels offer shuttle service to/from the metro stations.

I recommend that you stay downtown. You may be concerned about the cost of lodging, but I'd point to two good hotels with inexpensive rates downtown.

The Red Roof Inn downtown, in Chinatown, has rooms starting at $120 - sometimes even cheaper. it's right near the Chinatown Metro station and in a good area with lots of good restaurant options at all price levels.

The Hotel Harrington is an older hotel, but it caters to families and groups and has family rooms with multiple beds. It's clean and comfortable, and rooms start around $100 a night.

If you want to be in the suburbs, I can recommend the Marriott Courtyard in Dunn Loring. Across the street from the metro station this is a new hotel, and is very nice. Also rates from $80 with AAA membership. But the commute in is a half an hour. Also nearby is a Marriott Residence Inn - which allows for you to cook. Very safe area.

You'd be safe & fine staying downtown (around Verizon Center), DuPont Circle, Georgetown... in VA: Rosslyn/Courthouse/Clarendon/Ballston are close & easy; in MD: Downtown Silver Spring is metro accessible.

Perfectly safe and you'll see every race, color, creed, sexuality, size, age, all living harmoniously. Don't believe what you see on TV. They make their money showing the few crazy people. Even at huge rallies people are well behaved. The tea-partiers have been a little more vitriolic than most, but even they are all bark and no bite.

manasses, dumfries, Potomac, all of them you can take a train back and fourth to dc for a cheap price and each of those places are within 30 minutes from dc as well as being nice areas with plenty to do as well.

Arlington and Alexandria Va. are good choices. When you look up hotel web sites, many have shuttles from hotel to Metro station nearby. This is a good thing!

I stayed on the outskirts of Alexandria and took the metro into DC. It was fairly nice. If you want to be sure about saftey stay as close to the White House, etc as possible, but it will be expensive
