Technically no, unless your parents approve, because you need to be of age to sign contracts to use a Visa. However, in practice, if you have cash, it depends if a store clerk permits you to buy one.
I would recommend ask your parents about either getting you a prepaid Visa gift card, or a linked spending account such as Visa Buxx that is used as an allowance. This bypasses the age restriction by assigning the responsibility for any financial contracts you entered into with the Visa card, to them. (So if they say no, now you know why!)

Your parents might need to co-sign for you to have your name on one and have you as an authorized user on the account. Credit card users do not always have to show ID so being 18 or just having a driver's license is not a requirement. Sometimes it depends upon the amount or type of purchase being made that determines if this is required. Pre-paid accounts are different because the money has already been paid and are similar to a gift card in that way. Whereas the balance on a credit card accumulates with the understanding that you pay for it later, a prepaid card just deducts the amount you've spent. If there isn't enough money on the card for either type of account, your purchase will be declined. While merchants may be willing to accept pre-paid cards, they may be unwilling to deal with a 13 year old even if it is a valid account for the user because it may be harder to verify if they are really able to use the account.

If you are not 18, get a walmart visa gift card. It works online and you don't need social security number or anything. You activate it at the store and then you can use it right away on the internet or in a store.

If it is Prepaid then it is not a credit card
that is a debit card
you use a debit card like a check.. you have an account with money in it and you use the card to buy things from the account
You would have to see if your bank allows 13-year-olds to do that and also would need a parent to cosign for being under 18

no you can't you have to be at least 18 years old.
You wouldn't be able to use it anyway, you need a state ID to make any purchases with it.
