If you don't know what it does, why would you want it?
If you get any version of Photoshop, get Elements. It's cheapest and does everything you can imagine.

How much do you want to do with Photoshop? And what kind of computer do you have? If you want to do some good stuff, but aren't planning on being a major user, graphics person, lots of photo manipulation, design work etc. you will do fine with Photoshop Elements, and I believe on the PC side of things, Elements 6 just came out.
Almost any photomanipulation software will let you add backgrounds, you just have to learn how to do it, there are lots of books and websites with tutorials. You might want to look at Yahoo Groups, there are some good Photoshop groups there you could join and get lots of questions answered.
