Beef Stroganoff is a Russian dish of sautéed pieces of beef served in a sauce with sour cream. In its modern American form, it consists of strips of beef filet with a mushroom, onion, and sour cream sauce and served over rice or noodles.
Beef tips from what I can find out is mainly just a brown gravy with beef tips (cut up stew beef) served over noodles.

Stroganoff has strips of beef, traditionally, not chunks or "tips" and also has sour cream stirred in at the end of cooking, before serving.

the difference is that stroganoff is beef tips with noodles, gravy, cream, and sometimes mushrooms. Beef tips is just meat anyone can tell htat beef tips are meat because its beef and beef is meat.
