It means God does not have a preference for people of a particular lineage or heritage. The following passages go on to explain that God simply likes who God likes, and we have no business questioning that preference, because it transcends our concept of fairness. This includes an example that even before two children are born, one has already been loved by God and the other has already been hated, which will affect their lives after they are born.

The passage implies that only Israelites get the benefit of god. Which is silly on two grounds: as the passage indicates, one can't tell who is or is not an Israelite, and there is no reason to believe in the existence of any sort of god.
