I assume you're referring to the strongest breed of dog. If so, there is no clear answer to that.

1. There are several different kinds of weight pulling contests sponsored by a range of different dog organizations like UKC and IWPA and ADBA. The rules for each contest vary:
--pulling a sled vs. pulling something on wheels vs. pulling dead weights.
--pulling in snow vs. dry land.
--cold weather (where the dead weights and wheeled carts tend to stick) vs. warm weather.
--luring allowed or banned.

2. Believe it or not, the terriers are the best performing dogs in most of these weight pulls. That's because the best terriers pull significantly more times the weight than their body size compared to bigger dogs.

3. However, if you're just going by total weight (and not sized by proportion), than the 3 best performing breeds are the Malamute, Irish Wolfhound and various breeds referred to as Pit Bulls (Pit Bulls actually referred to at least two different breeds of dog and sometimes are used casually by people to referred to some mixed breeds that contain part of one of the stafffordshire terrier genes).

The highest amount I'm aware of is an Irish Wolfhound who pulled weights on a sled (in snow) exceeding 13,000 pounds. But frankly, if you're really looking at just the issue of tremendous strength, than I think it's really hard to quibble with a breed like the Malamute who will pull a sled in the snow not for 16 feet but for 100 miles. That's the difference between a weight lifter who's really good at one clean and jerk (for maximum weight) versus someone who lifts tremendous amounts of weight all day and then comes back for more.
