I think when people say this, it means they are trying to be as genuine as possible. It's not that they think what they are saying is true, but that they want to let you know their honest intentions.

Aside from the fact that it sound precocious and a trifle haughty, it would indicate to me that if they must stress that what they are saying is the truth, then the veracity of the rest of what they say is to be questioned.

Conceited? No. But it sure sounds like someone is trying to over emphasize what they are saying.

Reminds me of when, on Judge Judy, someone says, "Honestly..." she interupts them saying, "Of COURSE I want you to be HONEST with me!! What? I want you to LIE to me?"

i don't know anyone like that, it would be fun.

i would point it out to the person that they say that.

then the next time they say something...if the sentence doesn't use frankly or honestly...i would reply with something like "you didn't say frankly, are you trying to hide something?"

"frankly" sounds snobby.

"honestly" sounds a little less snobby, but still.

It may simply reflect where and/or how the person was raised. It would take much more than the use of either of these one words alone for me to reach the conclusion that someone is conceited.

when people say honestly it bugs me because what are they usually lieing.... i know its silly but's its one of my biggest pet peeves
