What the F***? Lighters are not exclusively used for drugs and tobacco. I used to buy matches and lighters all the time when I was 16 in boy scouts. It's difficult to use flint and steel when you go camping. Also, how do you plan on lighting those candles in your house when the electricity goes out? You have to have something!

Where I live you have to be 18 years of age - Many states do not have any laws or regulations regarding the purchase of lights or matches. Texas does not (atleast from what I looked up). Many stores do require to see ID to allow the sale of the lighters.
