ok so the version i have is a OEM version and did not come with a manual is there one i can get online

There is no official manual ... Google "Vista Tutorials" you should be able to find relevant material online

yes it does come with a manual open welcome center normally starts on boot up it says manual there

i dont think so. but i might be wrong. if u go to the control panel and select " get started with windows", it will take u to the wecome center. then go to "whats new with windows vista", then click on the "see more features" and that will take u to the help and support window. there u should be able to find what u want.

This might be the closest thing you can get to a manual without having to pay them for some overblown online class.

vista is the biggest waste of money.
i refuse to use a machine running on it and i will never use one!
