I'm guessing that this is due to blood vessel dilation or stimulation of the sympathetic nervous system. I take it you're not using anything on those areas that could be elliciting an allergic response. Do you get a similar reaction after strenuous exercise? Does it itch or just shows up and goes away? It doesn't sound like anything to worry about- just sounds like how your body reacts to the stimulation. Some people get really red in the face when they're aroused, so could just be where you "blush".
As always- if you are worried don't be afraid to ask a doc or a nurse about it. They're more understanding than ya think :)

Now seriously. The "rash" is just your blood vessels pumping more blood about as your heart rate and breathing rate is increasing. It will last for a few minutes afterwards (possibly up to a few hours or so, depending on the effort involved) and go away. If you get if from masturbation, you'll probably get it when/if you have sex too. It usually happens to people when they orgasm.

Well, about that rash. I have no idea. BUT...I doubt that your masturbating is linked to getting a rash.
Sore arms...maybe.
Fatigue...maybe.
Embarrassment if caught...definitely.
But a rash because of masturbating? That's like the myth that your hands will grow hair and that you'll go blind if you masturbate. There is no truth in it. I bet you're getting a rash from something else. I think you've linked the two occurrences that are completely unrelated though one seems to cause that other.
Think of something else that you do that might 'cause the rash.
