Not in the way you're thinking.

My cats are all exposed to catnip all the time (I make cat toys for a side line, I have boxes of fresh picked & dried catnip stored in the living room). Eventually they just stop getting excited about it and ignore it.

Yes-never more than once a week, seriously. It can harm them neurologically.

I don't think so. I put out liberal amounts for our 3 cats. I've even left the lid open on the container for them for a while. They know their limits. ;)

Hmm, I guess my cats are just smarter than yours. ;)

Yes! Just like we can have 2 much sweets and food, cats can have 2 much catnip!!!

It usually just makes them fall asleep. I think they can become immune to it if they get it too often though.

I don't believe so, unless they eat it and have too much and get sick.... My cat just smells it and goes nuts, rolls all over the item or whatever.. After awhile, he just walks away from it though.
