can I use a mexican id to travel?

i live in california i have a friend who is not a us citizen but he has a offical mexican id (matricula) can we travel within the usa?

In alot of places he will actually need a passport, not just an id. For example, if you want to fly anywhere. If you are driving it probably won't be a problem because you don't get stopped at the state lines or anything. Basically, however, he may at some point need to prove he is here legally, which only his passport will show.
