The UK is considered second only to the United States in our ability to project power over sustained periods.
The UK has the second largest number of Aircraft carrier's in the world after the US - The world has 22 carriers (11 US, 3 UK, 2 Italy and 1 each for France, India, Russia, Spain, Brazil Thailand)
The UK is 1 of only 5 nations to operate Nuclear Powered submarines (US, UK, France, Russia and China) and has more than France and China and has more operation than all but the US.

a more appropriate measure is by overall military strength (including air force and navy) i.e. ability and inclination to project power - although this measure is open to debate. i would say:
USA
UK
Russia
China
Israel
Germany
France
Italy
India
Canada (?)
(last 6 are certainly open to debate i.e. france is decreasing its military budget whilst india is increasing it)

I think it refers to the entire "force" as opposed to actual soldier numbers?
