try using photoshop, maybe making a new color layer, setting it as some sort of light...
also, try using the brightness or exposure levels to be a little bit darker... maybe it'll be better then :]

I hope I came close. I used a radiant filter free from OpticVerve labs in their Virtual Photographer bundle. Also increased saturation and changed color cast.

That is not too hard.
Pump up the "Contrast" and "Saturation".
