Any new TV sold in the US should have the built-in tuner by now. If not, you are still good until 2012 if getting signal by cable or satellite.

If the SDTV has the right digital tuner for your country you do not need a HDTV or a digital box add on for it.

US - ATSC tuner

If the TV does not have a digital tuner in it, then yes. Some SDTVs actually have a digital tuner.
