Golden Corral in Frederick (near the mall) is open for breakfast New Years Day. They have a nice omelet bar, and are kid friendly.

I know that there's the silver diner in rockville, but they have other locations that may be closer to you.
If you're really in the mood there is tryst in Adams Morgan; a pretty hip place but the food is really good.
Not really sure what is open on New Years Day.
