If you are watching the Mass, before the Gospel is read by the Priest, the Priest and the Congregation make the sign of the cross with their thumb on the forehead, the lips and the heart saying silently this prayer:
Christ be on my mind,
Christ be on my lips,
Christ be on my heart.
And in this way we ask for the Lord to properly dispose us to receive the Gospel.

When the priest or deacon says, "A reading from the Holy Gospel according to (Matthew, Mark, Luke or John).

We trace a small cross with our right thumb on our forehead, on our lips and on our heart while quietly praying, "May the Gospel be on my mind, on my lips, and in my heart."

We are asking God to help us to always remember the Gospel message, to proclaim it, and to live it.

Well, actually it is the sign of the Cross! When we do this, we make a small cross on our forehead, another on the lips and then another over our heart/breast...

From the CE (*1) :
A third variety is represented by the little cross, generally made with the thumb, which the priest or deacon traces for example upon the book of the Gospels and then upon his own forehead, lips, and breast at Mass..

From a Catholic parish site (*2) explaining this:
At the announcement of the proclamation of the Gospel, many people make the Sign of the Cross in a very specific way: by using the thumb of the right hand to trace a very small cross over forehead, lips and heart. This action embodies a prayer that we may embrace the message of the Gospel with our minds, proclaim it with our lips and believe it deeply in our hearts.

Catholic make the sign of the cross of Jesus Christ on their minds, on their lips, and on their hearts before the Gospel is read during Mass.

The prayer said privately and quitely is Jesus Words in my mind, Jesus Words on my lips, Jesus Words in my heart. It is a simple blessing prayed to Christ before the Gospel is heard.

Kinda like praying before people begin to read the Bible.
