How deep are your pockets. If you want an off the shelf bike, there are many to chose from. Santana, CoMotion, Cannondale, Ibis, Trek, Burley, and many others all make great tandems in a variety of materials, Steel, aluminum, titanium and carbon.
None are cheap if you want light weight and precision. Speed is up to you and your stoker.
The only stage race I know of it the now defunct "Burley Duet Challenge". There are many races around the country that offer a tandem category. Most times it is limited to "Time Trials". It takes a special team to want to road race on a tandem.

That is actually 3 questions. The best (in my opinion) isn't the lightest and the fastest is not necessarily the best.
If it were me I'd get a Bob Jackson (built in England) Super Legend frameset in Reynolds 853OS and equip it with Phil Wood/Mavic wheels, SRAM Rival drivetrain and a nice crossover crankset- perhaps that new Suntour Magnesium rig. Top it all off with some Cinelli bars, stems and seat pins and Brooks saddles. If you want racks, Jim Blackburn makes the best. Makes my mouth water even thinking about it.
I expect that this would probably be among the fastest bikes around (with the correct people riding it) and certainly the best looking.

Have Fun: I've seen a few tandem races at few local criteriums. Kinda fun to watch, but not as exciting as you would think it would be. I do recall seeing a tandem match sprint on a velodrome once. Four football player sized sprinters on two bikes sprinting at full speed bouncing off each other like pinballs. Now that was scary crazy!
