You should take him to the vet. Birds hide their signs of sickness. Once you see a sign, it's normally too late to save him. Of course, there is the possibility that he's fine, and just cold. However, you shouldn't take a chance with him. For the time being, keep him warm, in a dark place... plenty of food and water. As soon as possible, bring him to the vet. Their is nothing wrong with bringing him in for a false alarm, but it will be heart wrenching if you wait and then something happens. Best of luck to you and your companion. :-)

You can't return it to the nest, but you can do the next best thing. Find an empty milk carton or box, depend on the size of the bird, and fill it with shredded paper like you've already done. Take it to where you found the bird and staple or nail it to he side of the house as high up as you can reach. Mom will probably start feeding it again. The problem is, you're feeding it the wrong things, and in general people without experience are not able to rehabilitate baby birds (or any young animal). Even if you were to do all the right things, it will probably die because chicks are so sensitive to everything.

Try covering about 3/4 of his cage w/a blanket and see if it stops some of the draft coming in. Or move him by a heat vent. HE IS COLD
