They are both rather vague and variously-defined terms but 'picante' makes the difference. Sauce and salsa mean essentially the same thing but picante means hot/spicy. There are many kinds of salsas (or sauces) including with mild chiles (yes, there are such things), sour (with limes, or tomatillos), and even sweet (with mango, pineapple, etc). So all picante sauces are salsas but not all salsas are picante.

technically no, but i usually find a picante to be more liquid, while salsa is chunkier

Picante sauce tends to be blended to a smoother consistency. Salsa tends to be chunkier.
