Thoughtful question. Perhaps all dualism is nothing more than an hermeneutic principle!

Can we understand up without the concept of down
Or happy without sad?

It's not a matter of "believing in evil." Evil exists, in all sorts of forms. Doing good should be a result of a changed heart and is not just the opposite of evil.

K J V asks a good question. How does one define good without evil?
Just as cold is the absence of heat, evil is the absence of good.

No, you do not need to believe in evil to believe in good, nor is it necessary to have evil for good to exist.

Edit:
Specific to your question, no you do not need to believe in evil to be good.

There is "evil" in various people's actions however, so it is a fact not a belief.
