As proven with prohibition, if it's not legal, people will just start bootlegging. Most of these drugs are dangerous in their own right, if amateurs meth labs and coke factories started popping up, I can only imagine the drug related deaths.
Never mind there are simple ways for people to get high. Spray paint, paint thinner, glue, and the list goes on and on.
The same way under age people get alcohol and tobacco, people will get drugs.
