Shoes.com is not a department store but offer a lot of variety in their selections for shoes.

Target, Macy's, Payless, JCpenny, and The Shoe Dept.

You can buy them anywhere as long as you don't get too focused on some sort of white satin shoes. Buy a pair that you can wear again and will make your dress look incredible. I wore a pair of beautiful gold heels that I bought long before I got engaged, but rarely wore. It was perfect and I'm wearing them for NYE tonight!

you can also try going to little boutiques i'm not sure where you're located but in houston there's a place called Diva's club they have nice shoes and they're not expensive

otherwise just browse around the mall.

You can go anywhere, just depends on how much money you want to spend and how comfortable you want them to be.

I got my wedding shoes from payless.
They hurt like hell though but were beautiful for me :)

I had a small wedding through he courthouse and a small ceremony afterwards.

Macy's and Nordstrom's have awesome shoe departments. You're bound to find something good.

Dillards, David's Bridal, Macy's, Payless (they use to have dyeable ones, not sure anymore)...um, DSW, Famous Footwear, JCPenney, Sears...I'm running out of ideas! good luck!
