Staples makes it too easy, folding is a nice solution. Use folded and flat cards to make levels until you've reached the 11 inch height requirement, placing the folded cards(folded like an accordion bellows)long side down. The folds should go across the short side of the cards, about 5 folds per card. Interlace as many cards as needed for strength, so each level has a dozen or more 'sideways accordions'. Use the flat cards as 'floors' to stabilize the structure. This should do it. Good luck.

To get the greatest structural strength with least amount of material you need to maximize the moment of inertia in the direct of the force. A thin walled cylinder is one of the strongest structures available. I would start of making a cylinder that is with a diameter a little smaller than the length of the brick. I would construct the tower by overlapping the cards similar in the way that walls are constructed from brick or cinder blocks. It will take some experimenting to get the exact over laps correct. oops sorry cant roll them
if you have an unlimited number of cards how about an 11" high stack of cards 2-3 cards wide.
It's not the thinking man's approach but it will work and hold lots of bricks.

No limit on the number of cards???? can you cut the cards??
fold some of the cards to make triangular tubes, make them into legs. then use one or two cards to make a floor, and build a story. repeat with a second, third, or fourth story to get to your 11 inches. then the brick should go on top.
edit:
no bending or folding but infinite supply?
stack up 11 inches of cards, hold it down with a brick. done.

Well you cant bend them I 'm guessing that also means folding,I would go w/ a honeycomb shape Just keep making octagons and staple them together .The overhead veiw would look like a Honeycomb Good Luck!!

Just be lazy and double stack them 11" high.
