Is the External Ocipital Protuberance (on back of head), an indication of a well-developed occipital lobe or is it just skull development?

i know this is alot to ask but i need to know where you get the information, its for a course and it needs to be cited.

It's more a sign that no one shaped the head while it was soft and maleable after a rather traumatic journey through the birth canal.
